Annotatsiya. Maqolada aholini ijtimoiy himoyalash moliyaviy mexanizmi samaradorligini baholashning nazariy-metodologik asoslari ishlab chiqilgan. Fiskal, statistik, ijtimoiy va institutsional yondashuvlar integratsiyasi orqali manzillilik, proaktivlik va institutsional muvofiqlik mezonlarini birlashtiruvchi integral baholash modeli taklif etilgan. Natija kambag‘allikni qisqartirish siyosatini miqdoriy baholashning metodologik asosini yaratadi.

Аннотация. В статье разработаны теоретико-методологические основы оценки эффективности финансового механизма социальной защиты населения. На основе интеграции фискального, статистического, социального и институционального подходов предложена интегральная модель оценки, объединяющая критерии адресности, проактивности и институциональной согласованности. Результат формирует методологическую базу количественной оценки политики сокращения бедности.

Abstract. The article develops theoretical and methodological foundations for assessing social protection financial mechanism effectiveness. Integrating fiscal, statistical, social and institutional approaches, it proposes an integral assessment model combining targeting, proactivity and institutional coherence criteria. The result forms a methodological basis for quantitative poverty-reduction policy evaluation.
