Annotatsiya. Maqolada davlat xaridlarini moliyaviy tartibga solishning xalqaro-huquqiy asoslari (JSTning Davlat xaridlari toʻgʻrisidagi bitimi, YUNSITRAL namunaviy qonuni, OESR tavsiyalari) va yetakchi mamlakatlar — Yevropa Ittifoqi, AQSH, Janubiy Koreya, Xitoy hamda MDH davlatlari modellari qiyosiy tahlil qilingan. Har bir modelning moliyaviy jihatlari — markazlashtirish darajasi, elektron platformalar, kichik biznesni qoʻllab-quvvatlash va «yashil» xaridlar mexanizmlari ochib berilgan. Xorijiy tajribadan Oʻzbekiston amaliyotida, xususan sanoat korxonalari xaridlarida foydalanish boʻyicha takliflar asoslangan.

Аннотация. В статье представлен сравнительный анализ международно-правовой базы финансового регулирования государственных закупок (Соглашение ВТО о государственных закупках, Типовой закон ЮНСИТРАЛ, Рекомендации ОЭСР) и моделей ведущих стран – Европейского союза, США, Южной Кореи, Китая и стран СНГ. Раскрыты финансовые аспекты каждой модели – степень централизации, электронные платформы, поддержка малого бизнеса и механизмы «зеленых» закупок. Предложены варианты использования зарубежного опыта в практике Узбекистана, в частности, в сфере закупок промышленных предприятий.

Abstract. The article provides a comparative analysis of the international legal framework for the financial regulation of public procurement (WTO Agreement on Government Procurement, UNCITRAL Model Law, OECD recommendations) and the models of leading countries — the European Union, the USA, South Korea, China and CIS states. The financial aspects of each model are revealed: the degree of centralization, electronic platforms, small business support and green procurement mechanisms. Proposals are substantiated for applying international experience in Uzbekistan, particularly in the procurement of industrial enterprises.
