Annotatsiya. Mazkur maqolada milliy iqtisodiyotda ijtimoiy himoya tizimini moliyalashtirishning institutsional asoslari va moliyaviy mexanizmlari, ularning shakllanish tamoyillari, moliyaviy resurslar manbalari hamda samarali boshqarish imkoniyatlari tizimli yondashuv asosida tadqiq etilgan. Tadqiqotda ijtimoiy himoya tizimining moliyaviy barqarorligini ta’minlashda davlat byudjeti, ijtimoiy sug‘urta badallari, byudjetdan tashqari jamg‘armalar, ish beruvchilar va fuqarolar mablag‘lari hamda xalqaro moliyaviy resurslarning o‘rni tahlil qilinib, institutsional subyektlar o‘rtasidagi muvofiqlik va moliyaviy resurslardan foydalanish samaradorligi asosiy mezonlar sifatida baholangan.

Аннотация. В данной статье на основе системного подхода исследуются институциональные основы и финансовые механизмы финансирования системы социальной защиты в национальной экономике, принципы их формирования, источники финансовых ресурсов и возможности их эффективного управления. В исследовании проанализирована роль государственного бюджета, взносов на социальное страхование, внебюджетных фондов, средств работодателей и граждан, а также международных финансовых ресурсов в обеспечении финансовой устойчивости системы социальной защиты. В качестве основных критериев оценки рассмотрены согласованность деятельности институциональных субъектов и эффективность использования финансовых ресурсов.

INSTITUTIONAL FOUNDATIONS AND IMPROVEMENT OF FINANCIAL MECHANISMS FOR FINANCING THE SOCIAL PROTECTION SYSTEM IN THE NATIONAL ECONOMY

Abstract. This article examines, through a systematic approach, the institutional foundations and financial mechanisms for financing the social protection system in the national economy, including the principles of their formation, sources of financial resources, and opportunities for their effective management. The study analyzes the role of the state budget, social insurance contributions, extra-budgetary funds, resources of employers and citizens, and international financial resources in ensuring the financial sustainability of the social protection system. Coordination among institutional actors and the efficiency of financial resource utilization are assessed as the key evaluation criteria.
