Annotatsiya. Maqolada aholini ijtimoiy himoya qilish tizimini moliyalashtirish samaradorligini baholashning nazariy va metodologik jihatlari tadqiq etilgan. Tadqiqotda aholi salomatligi, bandlik, daromad, kasbiy ta’lim, uy-joy bilan ta’minlanganlik va pensionerlar farovonligi kabi natijaviy indikatorlar tahlil qilinib, ijtimoiy himoyani moliyalashtirish samaradorligini “resurs – qamrov – natija – ta’sir” tamoyili asosida baholash yondashuvi taklif etilgan. Shuningdek, moliyaviy, ijtimoiy va fiskal-strategik baholash bosqichlarini birlashtiruvchi integrallashgan model shakllantirilgan. Olingan natijalar ijtimoiy himoya tizimida natijaga yo‘naltirilgan budjetlashtirish, resurslardan samarali foydalanish va ijtimoiy dasturlarning real ta’sirini monitoring qilish mexanizmlarini takomillashtirish zarurligini ko‘rsatadi.

Аннотация. В статье исследованы теоретические и методологические аспекты оценки эффективности финансирования системы социальной защиты населения. В исследовании проанализированы результативные показатели, такие как здоровье населения, занятость, доход, профессиональное образование, обеспечение жильем и благосостояние пенсионеров, предложен подход к оценке эффективности финансирования социальной защиты на основе принципа «ресурс – охват – результат – воздействие». Также сформирована интегрированная модель, объединяющая этапы финансовой, социальной и фискально-стратегической оценки. Полученные результаты показывают необходимость совершенствования механизмов ориентированного на результат бюджетирования в системе социальной защиты, эффективного использования ресурсов и мониторинга реального воздействия социальных программ.

Abstract. The article explores the theoretical and methodological aspects of evaluating the efficiency of financing the social protection system for the population. The study analyzed outcome indicators such as population health, employment, income, vocational education, housing availability, and the well-being of pensioners, and proposed an approach to assess the efficiency of social protection financing based on the ‘resources – coverage – results – impact’ principle. Additionally, an integrated model combining financial, social, and fiscal-strategic assessment stages was developed. The results highlight the need to improve mechanisms for results-oriented budgeting in the social protection system, efficient use of resources, and monitoring the real impact of social programs.
